Abigail Clovercloak A half elf assassin, who wears a tamed mimic that disguises itself as a scarf. When her target is close enough, she issues a discreet command, and the mimic jumps off her neck and strangles her victim to death.

Alex and Sol Alex and sol are partners in crime, inseparable from each-other. Alex is a human alchemist that created Sol. Sol is a mechanical automaton made of gold in the form of a lion. Alex acts as the brains of operations, and Sol the brawns. Together, they undertake all varieties of crime, from robberies to illegal potion brewing and selling.

The town governor When he walks into the thieves guild with a big smile, upon seeing the PC thief his reaction is surprise then anger. "What the F@# is he doing here! I thought we agreed NO-ONE-KNEW." Head of guild tries to explain that the PC has been vetted, but he glares at the PC and leaves.

Anth Pakahit 1/4 Lizardman. Big scar across his cheek (in honor of Scarface). He's the boss, lives in a mansion, tells obscene jokes, laughs big, always serious eyes. Bodyguards, pretty women around. Typical line: "If he doesn't open the gate for you then we'll rip the legs off his boy. Just kidding!" Demands his cut.

Steena Rosetender 1/4 dryad. Her Dryad features make her obsession with exotic plants seem natural. It is easy to ignore her introverted and dark composure - easy to ignore her entirely as she goes about her business in the garden courtyards of the wealthy. A strange sickness has been going around...

Davijd "mindtwister" vi Andern Age 21, a genius dropout of a prestigious magic school. He's not particularly gifted, unless we're talking about mind manipulation magic. Dave has the unique ability to alter the fragments of conscious thought in a radius of 30ft around him. Implanting, reading, altering or extracting memories is his business. Sentient entities without magical abilities don't notice his intrusion at all. The magically gifted can feel his mental touch and try to resist it. (Char or int check dc 15).

He does a lot of different jobs, mostly on a personal whim or if he gets sober enough to remember to fill up his purse again. He has no affiliation to any guild or country, no one has ever seen his real face. He always works alone. Because of his ridiculously overpowered ability, he has gotten smug and self-centered. His love of gambling is his biggest weakness, he can't resist the temptation of a good game. "Nobody ever caught me cheating", he would say innocently with a smirk on his face. From helping a random old lady, forgetting a traumatic event of the past, to stealing a nobleman's fortune who didn't want to pay the bill for Dave's work (the noble is a mindless vegetable now btw).

If his thirst for power and fame would be as strong as his love for gambling, women and wine, he could be one of the most dangerous people on the continent. He is travelling from city to city and will definitely be found in either a casino, tavern or brothel. He is a wanted man (because of the unfortunate state he left that noble in), some court magicians are currently searching for him and the money. When you have a problem where Dave could use his talents and is in the mood for work, he will approach you.

Sister Lisa the slender beauty is the overseer of a local orphanage, beloved by everyone in town. Seemingly faithful nun at day, best information broker in town at night. Her "children" are her eyes and ears, a lowly bunch of homeless street rats, cutting purses and sometimes even one or the other throat. She is very well connected with the people in power and is said to know all the dirty little secrets of high officials and gangster bosses alike. In the underground she is known as "the bloody mother". As she treats her little workers well, they are extremely loyal and would never go against her. The hierarchy in her ranks is determined by skill and sometimes brutal competition between the kids, trying to rise in her favour. Cruel punishment awaits those who go against her.

Daggercloak This disguised assassin is literally under cloak and dagger\; her cape is lined with throwing knives which she uses silently to pierce the throats of her bounties. When discovered, actually turns out to be pretty talkative to those also in crime. To those who aren't, a dagger will soon stop them from talking to her.

Old man Bert He's an old man who never takes off his backpack... However, inside of this backpack there is a small skeleton named Nathaniel who wields a crossbow and other small ranged weapons. When he's ready to attack, Nathaniel opens up the backpack and shoots a volley of cursed arrows.

Vequaniel the Damned Rumored by law enforcement to be a fallen angel from the heavens due to her plot to over throw the gods. The wanted poster has a description of her as 5feet 4inches with long brown hair, blue eyes, pale, thin, attracting woman, no visible wings, to a very noticeable tattoo along her neck and shoulders that appears to be related to the gods. However, here in reality, she is wanted for a series of robberies, and possibly the murder of a group of holy men that were making there first pilgrimage to the holy shire.

Lanimirc A gnome pawn shop owner with a very friendly demeanor. He's a cheap fence and his drugs are overpriced, but his extensive connections make it worthwhile to have a business relationship.

Robin the Hand A deadly murderer and thief who wears the hands of his victims all over his body. He is infamous for possessing a Rod of Disintegration

The Jester A bard serial killer who tortures his victims into insanity by making bad jokes.

Hamon A mad monk who is wanted for helping a nobleman kill his adopted brother. Reportedly a former cleric of Pelor.

Howard Prince Amorforge A GOO warlock/Bard who leaves books that drive anyone who reads them mad all over the land.

Carnegie Havershmidt A human conman who infiltrates groups of gnomes, dwarves, and halflings, and masquerades as one which has found the cure for shortness. He often sells bogus tonics and snake oils which do little to nothing, in exchange for gold and valuables. Usually carnegie's harmless, but the ones foolish enough to believe him are usually desperate enough to rob travelers for coin, making Carnegie a problem for everyone.

Gibble "Cap" Capstun A wizard turned womanizer, "Cap" has been giving women the man of their dreams for decades, using the hat of disguise as his means for doing so. This particular method earned him the nickname "Cap" by authorities. After making himself into the ideal man for rich women, he courts them for their inheritance, inevitably leaving them penniless and heartbroken, or worse...dead.

Righsto Yesmak A human cleric and a high ranking member of the temple. Actually embezzles from the temple and it's charities, spending the money at brothels and buying illicit substances. Rumor says he is the clone of a plague doctor named Lefsto Nomak.

Lefsto Nomak A human plague doctor and scam artist. Rumor has it that he is also a necromancer. He has several teammates with him\: a half-ogre barbarian named Andre, a human woman who seems to be a vampire named Lillian Red, and a half-elf fighter named Kamon Otsfel

Simeon Darkwater The bald, baby faced spy master for the Corsair Kings. He is the one responsible for keeping the Corsair one step ahead of the royal navy. When ashore, he dons the guise of Sylia, the Singing Beauty, learning what he can from his numerous musician consorts before raiding the coastal towns and covering their trail with illusions of false ships.

Joeane Cool An assassin that frequently takes the guise as a nanny for her target's children. Each kill she commits, she makes sure to do so in front of the child(ren.) Her hope being that one of the children she robs a parent from grows and seeks vengeance against her as a means of an ideal death. The same she gave to her father after her own mother's death by his hands.

Wretch An Intelligent Goliath who, through the use of an ancient relic, is able to flit between his normal size (8 ft), and that of a mouse. Even better for Wretch, he keeps his normal stats even when at mouse size.

Horrin the Shadow actually two dwarves (Bulin and Burin) who take it in turns to sit on one another's shoulders as a disguise. Have been linked to a number of high profile public assassinations, but never caught, as the moment the target is dead a cloud forms over the crime scene which enables them to drop their disguise and split up.

Therald Morningscribe A gnome inventor who 'acquires' the plans for all of his inventions by less-than-reputable means. As a youth, he was repeatedly caught sneaking into laboratories in the early morning hours to copy other students' blueprints and diagrams. After his expulsion from the academy, he briefly turned his knack for breaking and entering to mundane targets until he recognized the value of more intellectual pursuits\: namely, passing off groundbreaking new technologies as his own. He now supplements his late-night thievery with a well-organized blackmail and protection racket.

Altran, Zealot Firmly believes that insert-god-of-war-here is the only true god, and will torture people into joining his cult, and kill those who insult it.

Gibby II A pickpocket, thug, and henchman who doesn’t actually like his job. He has to eat somehow, though, and this is what his father did.

Sam Yellowfang A bulky bigger-than-average ork that hits hard with brass knuckles. His strength allows hm to take whatever he wants.

Lueen An elven diplomat. No evil intent but an uncontrollable obsession for shiny things irrespective of value stemming from a period spent polymorphed into a magpie. His aides struggle to keep his habit under wraps.

Balfour Jan A plain common thug. Not smart or calculating. No redeeming features. Just a string of mugging, theft, intimidation, extortion and random violence. Has a transient band of lesser thugs that he controls as much through intimidation as charisma and leadership. If things go wrong they will fade into the night faster than you can blink. Refused to be a henchman of some greater villain preferring his own big fish in a small pond lifestyle. You are as likely to be injured by him for sitting in the wrong tavern seat as for anything of value. Has only survived this long through a wily street smart instinct of not challenging the wrong people and by having been to school with the guard captain who turns a blind eye as much as possible.

Kalbadus Abonjoy AKA "The Benefactor" The dignified and genteel founder/owner of The Watering Grounds, a very successful and very illegal prize-fighting ring that is underground in both a figurative and literal sense. He keeps it a secret that he is actually a spellcaster specializing in necromancy, and covertly collects and keeps the corpses from the best of the fallen fighters for later experimentation in his hidden lab. His plan is to take over the city once he has amassed a sufficient number of undead and flesh monstrosities. His true goal is to create the perfect flesh abomination and transfer his soul to it in order to achieve immortality through lichdom.

Edward Stone A drug/spice dealer. He wears aristocratic clothes, and gives the impression of being a noble. He often invites people to his house for dinner, only to impregnate the food with all sorts of addicting substances, earning himself new clients. His actions are known among the police, but they can never get enough evidence against him.

Mister 48 A highly trained assassin, working for a major mafia. He is capable of infiltrating any establishment or fortress, as long as he doesn't have to speak in order to do that, because he is mute.

Patricia Kang A skilled monk who also knows some combat magics. She usually pretends to be a guest at parties and waits until somebody starts drunk-fighting, and immediately stops the aggressor. Then, she uses the confusion in the place to start hitting everyone, knocking dozens of people out in a blink, only to take all their stuff.

The wagoners A mysterious group of women on a carriage covered by fabric, who go around pretending to be a trade caravan, and attracting attention. Then, they uncover their vehicle, reveling an automatic crossbow, capable of firing tens of bolts per minute. They tend to kill all their opponents, and sell their belongings in the black market.

Exaion, the Liar A halfling sorcerer dressed in a big overcoat, who pretends to be a wandering merchant. If he's in the mood, tricks his customers into buying bad quality stuff for a lot of money, using deception and illusion spells. Also capable of summoning strong elementals if threatened. If not in that mood, just goes around telling blatant lies and hoping people believe.

Howard a sentient duck that leads a gang of bandits who assault travellers entering their territory, that encompasses a few blocks. Particularly interested in magical items, and may agree to carry out criminal jobs in exchange for them. He is also disgusted with the sight of blood.

Polter A sadistic ghost that pretends to be an illusion. He likes to torment little children, following them around for weeks, while hiding from other people, driving the young into madness. Polter then manipulates the child into killing everyone they love, so he can leave them alone.

The Wet Bandits a duo of petty house thieves, one of whom bears a passing resemblance to Joe Pesci. As a calling card, they use the Control Water spell to flood houses after pilfering them.

The Shy Ones A pixie led gang of stealthy informants who specialize in information gathering and blackmail. Members are mostly children under age twelve but also include at least one doppelganger and another unknown fairy enforcer known as "Bootblack".

Ackie Ro A devout old halfling who loves doting on her nine grandchildren. She may ask you for a simple favor, an arm to help her home, a hand with her heavy bags. Then of course, she'll invite you in for a cup of her famous cocoa. Then, very sweetly, she'll snuff you out with her Death Cleric powers. Such a pity. But there only so many viable forms of income for an old woman, you know.

Mgambi Ninelives A one-legged, one-eyed tabaxi tom cat who likes second story jobs. Has a pendant that lets him polymorph into a three-legged house cat once a day. Tends to target old ladies.

The Grog-for-Brains Gang a band of dwarven, gnomish, and halfling drunkards who use the fact that people underestimate them based on their size and near-constant drunkenness to get near people and pick their pockets.

Egsel Wrethom the one human in the gang. 4'4" in height with a very sleight build, he is the most skilled thief and liar in the gang (definitely 20 dex and cha) As a matter of fact, he is neither a drunk, nor one of the races allowed in the gang, but he has effectively convinced the entire gang that he is a very tall, very alcohol-tolerant dwarf. (The reality is he hates the taste of alcohol, and every bar in the city knows him and keeps his secret by serving him non-alcoholic drinks so he can pretend to be drinking with the gang)

Louie Montlake A humble trader with a criminally cavalier attitude to standards, weights and measures & health and safety. Not a theif as such but greedy and uncaring behind the affable persona. He travels, often setting up in minor villages in trouble spots to catch a passing trade then moving on before any complaints get back. Many a low level party has got into difficulties or even suffered losses due to torches that do not light or burn out too quickly, spell components that are not as advertised, spoiled or short-date rations, easily fraying ropes or slowly leaking oil/water/wine skins. Not the most villainous criminal but potentially deadly.

Abigail Brightleaf cheery halfling cook- and assassin specializing in slow acting poisons. Employed as a cook's assistant in a high ranking guildmaster's house, she carries out her lord's orders to make a special dessert for guest who have become a "problem."

Pardo Specializes in transmutation. Is the actual fly on the wall. Gains info that he sells to merchants competitors and rival guilds.

Jordy the Boy Crime Lord Growing up a beggar, Jordy has no qualms with using his "innocence" from being a child in order to trick enemies into showing their vulnerabilities before stabbing them with his rusty knife. Not the brightest leader, but brutal enough to boil friends and enemies alive to scare off usurpers. Likes "shows" and going on trips to the local village for some "fun time".

Pugione A hooded human rogue. He fortifies his abilities with his cunning spells. He wears a magical blackened dagger on his left hip, at his command the dagger is coated by a nasty poison and he would then quietly slits his target's throat. He never goes anywhere without his Dagger of Venom. He is employed by nobles and people in high society. Regardless of job, you better be willing to pay him in magical scrolls.

Davy Scarbak Imposing Red Dragonborn thug with a love of drink and a dislike of a good many things when drunk.

Mukmuk Akai Urban Human Druid who sells a variety of illegal potions, spells and other substances. Has several pigeon familiars, all named 'Bird', and knows the city like the back of their hand.

Cassius Engar Felgild Warforged assassin with a variety of built-in weapons, ranging from a literal hand-crossbow to bladed heels. Doesn't speak often, and doesn't consider assassination to be a job as much as a way of life.

Sigimund Goldshore Noble-looking Halfling smuggler with a peg leg and a bushy beard, both of which hold any number of illicit goods at any one time.

Frayla young Half-elf pickpocket and petty thief, speaks a polyglot of dwarvish, common and sylvan, and has never been outside the city.

Savage Georg A Half-Orc leading a gang of street thugs, the Majestic Manticores. Within his turf in the slums he protects his community from criminals, helps the needy and maintain some security where the guards fails. In the rest of the city, he and his crew earn their coin through robberies of rival gangs, burglaries in civilian homes and mugging city folks.

Fahia Daffodil A high class hitwoman, this prostitute lures her targets in a bedroom to kill them discretely. She has lots of connection in a multitude of brothels, which she uses to get close to the politicians, merchants and nobles she was hired to kill. Rumor has that she sometimes murder customers for no pay, specifically rapists and pimps and abusers and all those that mean harm to her sistren.

Hugo Bastudds A small time hustler that dabbles in pickpocketing, smuggling and "making deals". He often give part of his earnings to his father, unable to work after an accident in the mines. He may be too gullible and daring for his own good, and his hijinks lead him into dangerous situations involving magic, deadly cults, criminal organisations and wacky characters.

Edgar A duck with an exceptionally high intelligence score, who lays elaborate traps for his victims that always appear to be accidents. Little is known about his past or how he became so skilled at murder.

Tipper A tall, gorgeous human fighter. She's quick with a smile, loves people, loves to laugh and will love gutting you with her glaive.

Christopher Ludes A human specialized in stealing rings. Has an incredible knowledge of jewelry and magic rings but he’s devoted himself to the crime.

Big Ol' blumperhump A fat ugly and old male fairy with a superlative love of explosives. Curiously his explosions always smells like flowers

The Last Breath Air Elemental that speaks Common enslaved by a Hag to carry out high profile assassinations.

Becker & Seleba Kyle A Tabaxi thief duo known for stealth, acrobatics, and expensive tastes. They use a wand and whip respectively.

Red of Shankshaw Sounds suspiciously like Morgan Freeman. Helps the party acquire\smuggle items into\out of town. Won't stop talking about his friends Andy & Brooks.

Randolph Trueheart A paladin well known for routing out evil criminals. Never seen without his distinctive plate armour. In reality, Randolph is Paige Moonskar, a cleric/rogue engaging in theft, destruction and assassination. She will sneak out and if seen is clearly a lithe young woman, not a strapping male holy knight. "Randolph" frequently roots out a suitable victim ahem the evil perpetrator with incriminating evidence and detect evil spells. Shock horror, sometimes the outcast or marginalised 'villain' turns out to be in league with demons as well. Best to burn her as part of his holy crusade. The crime spree ends. Hurrah! Another success for Trueheart.

Meriele Yaeldrin (elf) Lauded for her rehabilitation and education of problem children in the city Meriele lines her pocket with blood money in secret. The lucky children with marketable skills are forced constantly to practice their craft until they can be sold into indenture to a local noble or craftsman. The unlucky ones are beaten and forced into a life of crime where they steal secrets and valuables within the city. She keeps the unlucky kids in line by setting the most dangerous boys and girls among them up as enforcers. Bribing those with luxury and pain to keep the others in line and working.

Travok Broodfist (Dwarf) and Eldon Muring(Gnome) Travok a high ranking man of the guard and Eldon a fence for all manner of goods work together to rob travelers through the city, browbeating anyone who dears to bring attention to their work. Using his criminal connections Eldon gives Travok heads up on anything valuable that will be heading through the city. Finding an excuse to waylay a cart with valuable items Travok distracts and tries to extorts the owners while Eldon pilfers anything he can while the owners are distracted.

The Sheriff A highly skilled hitman who specialises in "re-educating" and eliminating people who are uncooperative with crime lords and mob bosses.

Santana Spellthief A tiefling arcane trickster who sneaks into wizard towers to steal spellbooks, scrolls, and other magic paraphernalia.

Peter the Baker Uses his magic cook wear to make bunny shaped pies and ginger bread men steal stuff his greatest accomplishments involve giving the dukes wife a wedding cake that robed them blind

Ezein Zeka A masked Human assassin who wears all of his clothes backwards, giving him the appearance of facing the opposite direction, especially when standing still. Uses a curved dagger for quick surprise slashes to the neck. Terrible at making up names on the spot. Has more faith in his reverse clothing tactic then he should.
