Morality
This list doesn't normally include any explicit moral outcomes.

Take a Democratic Militocracy and make it "evil" by having the Military voting class abuse the nonvoting class, or make it "good" by having the Military class campaign to recruit more nonvoting members of the region into the Military so they can gain voting power.

Monarchies
If you roll one of the following systems - Bureaucracy, Confederacy, Democracy, Feudalism, or Socialism - you can add a Monarch. A Monarch doesn't act above the laws of a given system. He acts within the system and usually acts as a major influencer in political affairs. Some Monarchs are powerless puppets, while others have gained enough political power to nearly become a Dictator.

Take a Democratic Militocracy and give it a Monarch. There is now an added layer of political intrigue. You have a nonvoting class, a voting military class, and a Queen. Perhaps the Queen wants to overthrow the current Military leaders, so she secretly influences the nonvoting class to revolt against the Military class.

Easy Campaign Creation

Once you have your Government structure for a given region, you will find it much easier to flesh out the specifics within that region to suit your campaign.

With our Democratic Meritocracy Monarchy, you now know to create Non Player Characters for the Queen, a few of her handlers, a few of the Military Leaders, and a few of the nonvoting population. Once you have these Non Player Characters created, you can then quickly create a loose plot and string them all together to form a lengthy campaign for your players to unravel.
